if i got full merit scholarship from TARC college, can i take ptptn also to cover my living expenses and so on?

is there any scholarship that can cover both my tuition fee and expenses? Or can i take a scholarship and PTPTN to cover my expenses? Is there any loan that have low interest rate like PTPTN? My plan to study at UTAR and he wan those to cover his living fee and tuition fee..
