Maxis do have HSBB and they doing some testing now. I guest maxis is waiting tmnut launch and see how consumer respond and pricing.

The locate bandwith is control by the gov. Tmnut is giving the most bandwith and digi is the less. That is why digi cannot offer even 3g.

Maxis no cap on p2p and torrent.
