This is due to the fact that N900 actually have FM receiver in it alongside FM transmitter but Nokia doesn't write an app to use the hardware. But then, the community steps in and write an app to utilize the unused FM receiver in N900 But if u listen to Internet Radio (The one incorporated into the Media Player, then u need to pay for the usage, as it uses data (streaming) from the internet.
