capping is simply wrong.
if you can't sustain the bandwidth, don't bother to offer such package. offering package that can't be fully realized, is call "con".
FUP is just another pathetic way of scrxwing with consumer so that they can over-commit to consumer with bandwidth that they don't already have / can't sustain.
