i don't get it, how do we know when to speak and when to keep quiet ?

then how we know what we say is gonna be heard or not, know whether the topic is worth to be discussed, and to know the other end is not bothered to hear our say or not ?

we know it by making mistakes and learned from it, so the great thing is to know when to speak and when to keep quiet is not that great after all
