If you want to reno and big modification, i was told you need to draw a plan, certified by an architect, then approved by MPPJ
I want to know
1) Is it possible for me to draw the plan myself ?
2) If not possible, who can draw the plan and for a SS, how much would it cost?
3) If my contractor can't submit the plan to MPPJ, who can help me to submit ?
4) Can I submit myself and if yes, what would be the procedure?

1) From your previous post and the question that you ask, I assume you do not have any knowledge about construction. Therefore No. You cannot draw because you do not know how to draw.
2) Architect or draughtman
3) If your contractor cannot help you to submit, fire him. Find a contractor who can help you to submit whereby they can somehow absorb the cost of submission for you. If you engage another runner to help you to submit the drawings, it will cost you another sum of money.
4) As from question 1, dont do it yourself as you do not have the knowledge to do it. You will end up with a lot of headache and paying uncessary money. Get some architect/contractor/runner for submission purpose. They exist for a reason, TO HELP YOU SAVE HEADACHE AND MONEY!
