0 definitely no way possible, especially with wind...same with extra warm.
layer alot, heattech first...maybe some t-shirt and then that fleece long sleeve they had on clearance for rm19.90.
then some thicker outer layer jacket / coat that is windproof...

dunno, i never use down before.
if uniqlo one is windproof then should be ok...but i think its not...else they would state like they did others.
of cos depends on own tolerance and trial and error... unless u want to be safe and buy the thickest coat possible.
some ppl 20c already wrap up like its winter... some ppl 5c also can go out tshirt.

go see weather forecast first how windy and rainy.
else cold rain soak thru = gg.
i think by now most places weather going to 5c or so?
