does the heatech really good? able to cope winter weather say 0 celcius? or must get extra warm heatech?

Both are named “MEN Packaged Dry Crew Neck Short Sleeve T-Shirt”, any obvious difference in terms of material-feel since both also 66% Cotton, 34% Polyester?
