No... some are specially made for noise cancelling, not the normal ones. For example Shure e2c, Senn cx300 and sony ex71s are nice noise cancelling canals.
Noise cancelling and noise isolating are different things just so you know.Noise cancelling headphones are headphones that produces a "antinoise" soundwave in response to outside noise. One famous pair of headphones that ultilises this noise cancelling technology is the Bose Quiet Comfort 2 (Bose QC2).
