Take note, transfer means you are applying to be a registered full time student at that particular institution, therefore you will be required to pay the international student fees starting from the year that you study there, and not the Malaysian fees. However, if you opt for exchange instead, you will still be paying the normal Malaysian fees with no extra charges other than lodging costs.
Am I right to assume that the places will be very limited and very competitive for the exchange programme? If so, then is it that only the top students of each course who applied for exchange will get the offer?
