GLX dock can be found with synaptic package manager. See http://www.glx-dock.org/ww_page.php?p=Accu...#0-Installation for installation info. After installation use "Manage Themes" in the dock and choose Neon.

The window frames are standard in Ubuntu 9.10. Please note that this is Ubuntu not any type of windows OS.
