i having problem with locale in ubuntu, when i install software have error message like

locales
E: Sub-process /usr/bin/dpkg returned an error code (1)

when i try to install locales there is also other error message

Setting up locales (2.3.2.ds1-13ubuntu2.2) ...
Generating locales...
en.ISO-8859-1...cannot open locale definition file `en': No such file or directory
