If the extra bandwidth from the 10mb and 20mb packages are dedicated to TV and phone, I would just get the 5mbps.
I have no faith whatsoever in TV programming from a government-linked company.

They will still need better international links to support the new volume.
Normally the other countries get away with it due to fair usage policies, or bandwidth cap whatever you call it.
