Forum Management Need help with IPB, installed using xampp

Ive installed IPB on my locathost using xampp, everything went well during the installation. my problem is, everytime i try to access http://localhost/forum/index.php , i got an error "Could not determine your IP address" but when i change the url to http://127.0.0.1/forum/index.php , theres no problem and i can access the ipb. but i got the same error again when i click any link. any expert can give advice? greatly appreciate it, thanks!

your hosts file probably corrupted? Open DOS and type: CODE nslookup localhost
copy paste the result here.

it says "can't find localhost : Non-existent domain"
but if i change the url "localhost" to "127.0.0.1", everything is ok
ive googled, and found out it have something to do with CHMOD values. how to change this?

Change your board URL in conf_global.php to 127.0.0.1?

IPB checks for a valid IP, then allows you to install it. Try setting this: $_SERVER['REMOTE_ADDR'] = 122.121.123.222; in the config page. So thats the IP recognized by IPB which is valid. Note: I havent tried it  but I remember there was something like that where they validate the ipb before allowing you to use it. im using an ipb given by my friend, he said that its licensed... version 3.2 iinm.
