sigh....today's portfolio really kena boom-boom-pow

i heard some analysts at CNBC mentioned that it would be good to buy stocks somewhere mid-Feb because during that time would release some datas from US.

yesterday went to Public Bank wanted to change ang-pow notes, they said there's new regulation only can change in certain hours - 9-12pm and 3-4pm. where got such thing? Then, I went next door Ambank to change , can exchange even I'm not an account holder.
This is first time experience for me, what is wrong with PBB?
