The OS DVD is only for OS re-installation and not for installing a new OS as Dell laptops come with built in OS.
I guess you're pretty much stuck with what you have now

1. Go to Control Panel>System and Security>Administrative Tools>Create and format hard disk partitions.The rest i dunno because haven't tried before  2. The usual stuffs lor, web browser, anti virus/firewall/spyware programs,Tune Up Utilities 2010,Video/Music players, codec pack(K lite), gaming fps program?,live messenger/skype/, CCC,video/photo editing stuff, IDM,games,torrent
