download the newest nVidia driver
BUT ATTENTION IT'S RECOMMEND TO REMOVE THE OLD DRIVER BEFORE INSTALL THE NEW ONE

download the newest Rivatuner version here

then follow this tutorial=
(before you can use Rivatuner you have to open it [you will get a warning that this driver is unsupported] go to the power user tap, click ok and go to rivatuner/system, scroll down until you have reached "ForceDriverVersion" and write 18603 beside of it, then your able to use some features again!)

(I recommend to set the MinClockLimit to 25 instead of 100 like the tutorial says, because so you can make oc profiles and make a profile with an ultra low clock when you are on desktop and want low temps and a lower power consumption)

than under RivaTuner\NVIDIA\Overclocking you have to set DisableMemClkResetProtectionWarning to 1 like the others you set to 1 under this section,
activate "Force constant performance level" to "performance 3D"

I'm able to clock a bit higher but i think that this are good clocks because NOW every 5mhz can cause problems, glitches, high temperatures and driver crashs! THIS is a good stable and fast clock AND YOU can test higher clocks but at your own risk, each card have a different oc ability so you must take Attention!
maybe you have such a bad OC ability that you can't even reach this clocks !
but i don't think so that there is any 9600m GT in this world that don't reach this clocks
