1. Must be 16 years old and above.
2. Has registered at eservices.
3. Has attended the Driver Education Curriculum Course at a driving institute.

Learner's Driving Licence Application

Application to obtain a Learner’s Driving Licence (LDL) can be submitted at any RTD state offices, branch offices and mini offices.
Documents required:
1. Borang JPJ L1.
2. Identity card/Passport (original/copy).
3. 6 hours’ Theory and Practical Course Certificate (JPJL2B).
4. Driving Test Card JPJL3.
5. Part 1 test result slip.
6. 1 colour photograph (25 mm x 32 mm).
7. JPJL2B certificate exemption application letter (if already in possession of a Class B2 driving licence).
8. Registration card of own vehicle or with permission of vehicle owner for application from a disabled candidate (if not in possession of own vehicle).

GDL, PSV, Conductor Application / Vocational Licenses

Applications to obtain GDL, PSV and conductor licences can be made at any RTD state and branch offices.
Documents required:
1. Identity card/Passport (original and copy).
2. Original Competent Driving Licence (CDL).
3. Borang JPJ L8
4. Payment receipt for confirmation of health examination from clinic.
5. Vocational Course Certificate (JPJL2C) after attending a course at a driving institute.

Renew Appeal Expired Driving License

Appeal application to renew the License have expired, ie:
1. Probationary Driving License more than 1 year.
2. Competent Driving License more than 3 years.
3. License Vocational more than 3 years.
Application methods:
Manual
1. Submit a letter of appeal to the Driver Licensing Division, RTD Headquarters with reasonable grounds.
2. Submit a copy of identity card / passport and driving license
3. Answer either letter of approval or decline letters will be sent based on the address of the application letter of appeal.
Online
1. In eRayuan application through the website www.jpj.gov.my.
2. Complete details of the application form online.
3. Answer whether a letter of approval or decline letters can be printed directly within 14 days from the date of application received.
Note: RTD Director-General has the power to approve / reject application. If Successful, the applicant is exempted from taking the Part I Test and are required to sit Practical Test II and III. If the application is not successful, then the applicant is required to take the test Part I , II and III as normal procedure.

Competent Driving License Application (CDL) lost or damaged may be submitted at any RTD state office, Branch Office RTD and RTD Small Office.
Documents required:
1. Borang JPJ L1 (Download Below).
2. The original police report with a copy of which has been confirmed by police.
3. Damaged original license if applicable.
4. Identity Card / Passport (original / copy).
5. Preview colors 1 piece (25mm x 32mm).
NOTE: For copies of Vocational License (GDL / PSV) applicants are required to include with Driving License (CDL) is still in force

Parts II & III Driving Test Application

Application to take Parts II and III of the driving test (parking and road) may be submitted to any RTD state and branch offices. Candidates must pass Part I of the Highway Code Test and submit the following documents:
1. Identity card/Passport (original and copy).
2. Driving Test Card (JPJL3) which is filled by the applicant
3. Learner’s Driving Licence (original/copy) which is still valid
4. Complete Form SM4
5. Insurance Certificate and
6. Letter of Permission to use vehicle from the driving institute

International Driving Permit

Applications can be submitted at any RTD state offices. Holders of Malaysian driving licence who wish to drive in foreign countries are advised to obtain an international driving permit.
Application for an international driving permit can also be made at the offices of the Automobile Association of Malaysia (AAM).
Documents required:
1. Borang JPJ L1 (Download Below).
2. Original domestic driving licence that is still valid for 1 year;
3. Original identity card;
4. Original passport (for non-citizens).
5. 2 passport-sized colour photographs.
For 3rd party application, a copy of identity card and a copy of driver's license s required.
