its called bokeh. its hard to do with normal point and shoot / handphone camera, u need large aperture lens to create nice bokeh. u can however emulate the effect using photoshop. What is this technique called? (With one of the character being blurred while the other one can be seen perfectly)

for app, the closest ive seen is the miniature effect in camera plus. but it emulate tilt - shift lens, not bokeh.
