What psu you're using ? True power ?

Take a look at the E7xxx OC Thread and learn how to OC, it seems that you have rather limited knowledge in OC. So my suggestion is to read and learn from basic.

While ocing take note on the temperatures, voltages and ram timing.

There's your initial problem, its the PSU. Change to a better true power PSU from reputable brand, try to get higher wattage PSU and if possible get those single fat 12v rail PSU.

Get ur facts right, extreme power psu are not "true" power psu. Get those real power or true power psu, usually those psu retails more than rm200

By bios or in windows ? Is that it ?

Bios overclocking is much better, overclocking in windows is not recommended as the value set by the software might not be accurate.

For now, get a better PSU first.
