You can pay for the phone in 1 shot if you want.

Why think like that? We'll try our best to be fair. We arrange the different dates that way to provide the best experience possible when you collect your iPhone mah.

I think they arrange the date according to your pre-order logged time.
So it's kinda fair also.

My guess is that the checking for iPhone eligibility was done before you settle everything with your previous telco.
