I think its pretty safe since your processor is 125W TDP, there is some room left there..

That 8+1 Phase Power Design on the motherboard should be able to cater mild overclocks as well as pushing for 3.6GHz.

test the stability of your rig as you OC further... try stress test it.. OC little by little.. that shall be safe..

Your MOBO can support moderate OC I think. Your cooler also not bad since it's 125W TDP. Somehow, Phenom is hot, I think you can't OC too much. 3.6-3.8Ghz should be the limit.

Nah, you'll do just fine, overclocking Black Edition CPU is a piece of cake, just ramp up the CPU multiplier and you instantly got a faster CPU.
My Crosshair II have 140W TDP limit as well, I could overclock to 4GHz stable no problem at all just by upping the multiplier to 20. Just make sure you keep everything cool especially the CPU voltage regulator and of course the CPU itself. Do some stress test like Prime95 with 4 threads or Orthos to determine the stability and maximum temperature

just try to oc your processor lo C3 stepping, I guess you could easily get it stable for 24/7 rig at 3.8GHz and above
