I think it's illegal, and the Internet connection is just to send the code to the decoder only not video data.

I think can change the channel, you can even decode video from other countries, as they will setup a server with those code to decode those data, the decoder which is Linux based is already configure to request the code from specific IP everytime you change channel or else you will get message that ask you to subscribe, that's why you need the Internet connection to connect to the server with those codes, the decoder can receive data from other country satellite just don't have the code to decode only if not mistaken.
