If I buy a multimeter from USA for personal use , but declare as Electronic . Will it taxed and need to pay for any Sirim sticker

If I use USPS service , and the item is taxed so I need to go to custom to take it ? How about DHL , Fedex and UPS ?

But Viadress only offer FedEx service to here , but they din have DHL .

I track my Item in DHL and it show Clearance delay , what is mean ? I need the Item immediately but I still din received the Item . So how , Can I claim compensation from DHL ?
