According to dannychoo last time, permission to do Ikkitousen figures is the easiest to obtain, and has the less hassle in regard to final product (can castoff etc). Some license holder won't allow commercial figures based on characters under them to be castoffable, for example (series like Evangelion, or Fate Stay Night for example). Take Shunya's Rei as example.. the GK actually was castoffable, but castoffability was removed from the pvc version (by Yamato).
