guys, is it true that buying those certified silver with certs and packaging isn't really wise as when you sell, you will still sell at normal market rate, similar to those without certs?

Hey all,
I have an equipment which is able to test gold and silver authenticity and purity level. It's able to to test almost all metal types and with a printout details of the specific metal tested, Do you think the general public, both buyer/seller and even resellers will be interested in such service? The equipment is way to expensive to purchase unless you are in the metal (recycling business)...it does not harm the metal, in fact, you need not remove the transparent plastic sleeve that comes with your silver bullion...

i'm looking into getting it up...i'm also planning to price it affordably...anyone gone to an assayer to test their gold or silver before? What's the charges like, procedures and what do you get? i've checked before but not sure all assayers do the same steps and whether prices are similiar..
