Yes, it's valid for voice + data plan for the old RM99 package which no longer allow new subscribers.
All sim cards are able to do calling / sms / data but you have to set one of the sim as active to receive calls + sms.

I'm not sure for the new data package with quota.

for your info, digi got also free calls, sms and even mms between principle and supp line.
maxis one is limited, while digi is unlimited free calls, sms and mms.

I suggest you to buy this phone without taking up any contract or packages.
So you don't need to be tied up with a one year contract.

As you stated that you got wifi and the data package is needless.
Honestly speaking maxis data is the most expensive ones.
