Paint, buy where?

Hi sifus, my house's wall having white color marks looks like powder everywhere... dining area, rooms, even living rooms.. Was using high quality nippon paint last time.. Any sifu knows why this happen and how can i solve this? It looks really ugly.. i tried to wipe but doesn't help.. Headache..

Repaint on top will cover it? will it appear also on the new layer paint?
