i think the most cause is the after skim coated, they should wait at least a day or two to let the putty dries. if not, peel off is one of the symptoms where the base is not dry enough. skim coat looks nice but need to take care such must let it dry completely, apply wall sealer , apply top coat... if we follows the procedure, shall be very long lasting.Original colour was white when I purchased this house.
