Paint, buy where?

Question: one of my parent house interior wall was “cincai” painted with matex due to the par paint was peeling and flaking. About 2meter l x1meter h was painted.
the rest was par, 20years didnt repaint, had some crack here and there but no flaking nor chalky. And the just applied matex for 6 mths+, start to feel chalky when touch.
which sealer do i need to use if i dont want to sand it off, cause they have so many thing in the house.

Want to confirm 5170 coating can apply with easywash? Dont want later said 5170 cant use xD

I bought 5170 over the hard sun ray walls, and cover the matex, now i apply the easywash

Fuuuuuu i regret paint 5170, the fume my nose pain. Lucky i only paint the have an exterior side, or im gonna pening. Next time i just 5400 call it a day
