Whatsapp should be able to run on iPod. Many of my friends are on iPod.

Actually can because whatsapp only require an internet connection unlike SMS, I use whatsapp on my iPod touch when I don't have a iPhone last time... It's impossible to install whatsapp on iPod touch from appstore but is possible to install by a certain way

Is Maxis line down yesterday?
