Guys, just FYI I got 4mbps combo installed and activated at 7pm tonight (on a Sunday!).

Straight away I can DDL at a consistent 3.6mbps and am on 218.xxx IP.

I have been able to download at 3.6Mbps non-stop for the past two weeks (my 4Mb account is only two weeks old), but now suddenly I can only download at 2.7Mbps. Been like this for the past 1 or 2 days. Speedtest still allows the full 4Mb.

Is this throttling and standard policy?

I think that the network setup is so convoluted and each geographical region or exchange has their own set of unique policies, that's there no way of saying this IP is fast and this IP is slow and these conditions will be good etc. Everybody's experience is so different.

For me, doesn't matter what IP I get or what time of day. I can always max out my 4MB line no problem for all IPs.

I think it's just pure luck.

Guys,

Here's a very interesting situation.

I am on 4Mb combo, with line capped at 5Mb. Previously, when doing speedtest to local servers, I get 4.3Mb, but when downloading from international sites, I get a consistent and steady 3.6Mb.

That's okay - I won't complain, because 3.6Mb is still very good. It was like this for a few months already.

But yesterday I upgraded to Windows 7. Now, suddenly, I am downloading from internaitonal sites at the FULL 4.3Mb. No change to router, no change in settings.

I was shocked at first. So I opened my laptop, which is still on XP, and on the same router, both connected by cable, I compared side by side. Taking turns to download the SAME file, my XP machine was still at 3.6MB, but my W7 machine was running at 4.2Mb.

I got an extra 512k just by upgrading to W7! It's very strange I know, and I can't explain it. But it's the truth, so maybe others should try to see if it works!
