Same here. Yesterday, when I tried to upgrade my package from 512 to 1.0mbps but this error shows.

So I pressed retry few times, suddenly I received this message.

I've emailed them about this matter, and this morning I get this email.
I checked the my details again at the website, my package already 1mbps.
At the upgrade order status, it's still being processed. and my speed still 512kbps.
