you cant do that now.. it is called water proof solvent... the milky lookalike thing....
it must be mixed with conccrete before casting.. and another option is PE sheet...
and for your case, i would recommend buy a bituminous coating to apply on it....
p/s... don ask contractor as they tend to give cheapest product.. go to hardware shop instead

You need to paint a layer of silicon before laying the tiles.
It will last you a few years.
I got my toilet fix, which cost me RM1k each. Fixed 2.
The water leak to the below unit and the contractor have to cut the tiles up and paint that layer. After which put the tiles back again.
silicon is useless for waterproofing.....
best is premix conccrete with water proof solvent.. which many many contractor wont care to spend money on.. and it tend to be headache to house owners
