If you downgrade on the same SIM, no additional charges incurred. Make sure you go to DiGi Centres not their dealers.
Their dealers would advise you otherwise since they want the additional incentive on the line..

Where are you located? Night time congestion is normal for wireless network.
I am subscribing to fix BB for usage at home and got the Discover Day plan for internet access out of home. At RM38 quite worth it...

I notice that you can check your usage on the landing page - www.myinternet.com.my
They also allow you to upgrade online as well

I have the same problem with my fix BB but when I stopped the Azureus file sharing software, speeds went back to normal.
