 OC Q8200 to 3.0Ghz, can the multiplier increases to 7.5 ?

the stock condition
Q8200
2.33Ghz
EP45 UD3R
FSB 1333 ( 333 x 4)
2x2GB Value RAM DDR800

i am thinking to push it up to
Q8200
3.00Ghz (7.5 x400)
EP45 UD3R
FSB 1600 (400x4)
and my RAM:FSB ratio will be 1:1 .

however the constraint i am having now is the multiplier for Q8200 is 6/7 depending on the power i am running. am i able to make it to 7.5 ?

that means i can try 7x400=2800Ghz ? and that pushes my RAM:FSB ratio 1"1 ?

but my motherboard FSB is 1600 only i mean the specification .

the the same time that would make the RAM:FSB ratio to lari from 1:1 which i am running on value ram only .
