 Falling of roof tiles due to heavy wind/rain

Yesterday my apartment had falling tiles on the road, near my car park area..luckily my car was not there, I was at work, if not I cant imagine what kind of damage can be done to the car. One of the apartment residents who posted in our apartment forum said she told the management, but they said its not the management fault and it is natural disaster due to the heavy rain in the evening! Imagine someone passing by and this happens..i cant imagine..I'm wondering what we as a consumer can do, as making noise to the management seems to be falling to deaf ears and this is the first time i ever heard any apartment having this problem...last year the roof tiles fell before once but it fell into the motorbike area, nobody cared..now it fell to the car park area and damaged one of the residents' windscreen...does anyone know what we can do about this?

first, i think you need to fix it asap.
