You usually need to be at least 21 with stable income. I think 18 is legible too but you need a guardianship although you have stable personal income. I think. =/ what exactly do you need to know?

The basic qualifications to get any type of credit card are as follows:

(1) you must be at least 18 years old;
(2) you must have a job or income;
(3) you should have a checking account and a savings account just so you can check "yes" on the credit card application where it asks you if you have these accounts;
(4) you should have a telephone in your own name;
(5) your monthly expenses (rent, car payment, insurance, etc.) shouldn't eat up more than half of your monthly income.

To qualify for a Visa or MasterCard, one must usually have at least an annual income of $12,000 or $14,000.

For local banks e.g: Maybank, CIMB. When applying they will ask your range of annual income and suggest the best cards for you. Or what you can get. Usually you're required to have at least  RM18,000 and above annually.

It also depends what you will use your cards for mainly.

This is what I could find out. I think its better you find out from someone who actually owns a credit card to get a better opinion. Why not ask the few leading banking themselves and go from there? =/
