I had the exact same problem originally. Stuck at near Jalan P.Ramlee.
Later, i spend an hour sitting at starbucks Gurney. Open top. Problem still exist.
Then i decided to send a mail to HTC to ask. Here is their reply.

Thank you for contacting HTC. With reference to your query, would you mind to change another SIM card with data plan to test whether this issue is caused by your network or the phone itself? Since the symptoms you mentioned, GPS function abnormally, could possibly be caused by hardware faulty as well, while there is no specific setting or update which may address your issue, we would have to suggest a hard reset to exclude the possibility of software instability or conflict. We would suggest you to back up all your data first before doing a hard reset on your phone normally the software issue can be solved and your phone will go back to the factory default settings. To do a hard reset,please press menu>settings>privacy>factory data reset If you still facing the same issue after doing the hard reset,we would suggest you to back up all your data first and bring your phone with the receipt to our care center in Malaysia for servicing.Our engineer will help you to check and fix your phone. Finally, its done. My Papago is running d. But i noticed the 3G & Edge keeps on appearing. I already uncheck 'Using Wireless'. Hopefully my phone bill will not come charging me for this crazy things.
