Sony HVL-F42AM = RM780 Sony HVL-F20AM = RM300 not exactly rm200 huh?

i have 2 questions.
1) is an m42 lense inferior in quality to sony/minolta/sigma lenses?
2) does the 'F' in a lense model (eg. 50mm f1.8) mean the aperture value?
