I see, I just convert from Cash Connect Debit Mastercard to their normal ATM card due to some Maybank ATM can't recognise the card and Jusco Wangsa Maju also don't accept this debit card.

Yes. They do. It is a standalone card and can't be linked to any of your CIMB Bank savings or current account. There is a charge every time you want to withdraw the money inside the card. And yes, it will take 1 - 3 weeks until you get the card in the mail. This product is called e.MasterCard, by the way.

Citibank debit card not bad, free withdrawals within citigroup ATM worldwide.
