QUOTE
What factors influence Intel® Turbo Boost Technology operation?

While Intel® Turbo Boost Technology availability is independent of the number of active cores, the operation is dependent on having headroom (cores operating under TDP) available in one or more cores.

as you can see, its stated, that it can also means it would generate too much heat if they produce them at four core running at 2.8-3.0ghz, no?
though I doubt since c2q can run faster and still under control, why can't the i7 laugh.gif

Launching a full screen application will sometimes cause that to happen.
