You have to read more on this webby :http://www.saurik.com/id/12 to understand what is shsh. In brief, shsh is a server created by Saurik where you you had saved the shsh via cydia. You have the choice to downgrade your iPhone version whenever you want

Means is pending for Saurik to save your shsh @ their server. IOS4 will be the only firmware save in Saurik server instead of previous firmware cause Apple had stop signing firmware older than 4.0.
