The EPL season has begun with lots of Manchester City Controversies (Title buying etc) and an inordinate amount of complains against Manchester United being favoured.

Today the British Sports secretary threatened the FA that the Government will withdraw political and money funding unless they implement recommendations made four years ago.

Lord Burns was asked to conduct a review of English football's governing body by the government at the end of 2004, following a year of controversy for the FA,

The Key problems were;

Potential conflicts of interests among FA board members
An unrepresentative council
Lack of confidence in the disciplinary process
Too much power being wielded by the Premier League
Lack of representation for the grassroots game

The Lord Burns report, published in 2005, called for a streamlining of the FA and recommended the introduction of two non-executive directors to the board and wide-ranging reform of the largely white, ageing and male FA Council.

Should FA reforms be implemented?
If not why not?

Of course, when you see the benefits of big clubs given by the ref...

Definitely the referee system is full of flaws in BPL, especially when u see those idiotic refs such as Webb which did so many of goddxxx mistakes during the important encounter of Chelsea vs Tottenham... So many reckless fouls without cards...

When a ref kept quiet in a match where your team gets hurdled, ref biased.

When a ref actively provides card in a match where the other team gets hurdled, ref biased.

IMHO, Ade is being unfairly charged and banned?
Consideration should have been given since he was not the instigator.

i think celebration of any players towards opposite team fan should be given a heavier punishment such as match bans without appeal. Yes, i am referring to both Gary Neville and Adebayor. These acts are in the form of taunt.
anyhow, referees are human too and they do mistake.

Neville and Bellamy has been let off for their conduct at the Derby with a warning. Why is that?

If the 2005 report were to be implemented I believe there will be a consistent handling of the issues.
As it is the scapegoating of Ade is really unjust. The inclusion of minority, non-whites, to the FA board consisting of
whites only will allay the concern of international observers and fans that there is truly a "RESPECT' campaign. As it is the English media and FA cannot take the moral high ground.

If you recall Drogba, last season. too were scapegoated by the British media. Whereas Terry and Ballack were let off. Go figger why.

There's no excuse for football referees as they have refused to use video playback, they deserve all the crap thrown at them.

I've seen how referees employ video playback help fantastically in rugby matches, it only took seconds to get confirmation from his head piece and the live video feed looks as if it was showing the same video analysis being made by the officals. End result: 100% right call.

That blame would have to be put on the respective footballing authorities. Referees just follow the rule book as they come.

If i am not mistaken, there are teams also field illegal players in order get better league position. Remember Sheffield United and Tevez saga? Team that fields illegal players should be docked points if not it will not be fair to the other teams....

Football associations in different country has no say in the issue, some like England had lobbied FIFA to implement video playback. Back then, in order to secure the votes to win, Sepp Blatter had promised there will be no video playback in football. The ultimate bad guy here is the Referees' Association.

Benitez escapes FA punishment

ESPN Soccernet can also disclose that the FA Commission were critical that Neil Warnock was not similarly charged, when in the same weekend he put his fingers around his eyes in front of the referee, as if to suggest he needed glasses too, after Crystal Palace were not awarded a goal.

The FA Commission didn't name Warnock, but he was the manager incensed when the ball entered the net but the goal wasn't given.

The FA verdict was "not proven" on the two accounts of Benitez making comments about Dowd's penalty decisions and his overall performance. But the Liverpool manager was given a stern warning as to his future conduct, and any more attempts at making fun of referees will not be tolerated.

When asked in his post-match press conference what he thought of the referee's performance, Benitez reached for his glasses case, took out his specs and looked at them. That brought howls of laughter from the gathered media, and the audio and video recordings of the incident were played at the FA commission.

The disciplinary commission stated: "A regulatory commission of the FA has found Mr Rafael Benitez guilty of misconduct in relation to a breach of FA Rule E3, arising out of a gesture made by him during a post-match briefing. The commission concluded the gesture was objectively offensive.

"The commission noted Mr Benitez's previous exemplary disciplinary record over 23 years as a coach and manager at the highest level of the sport. Taking into account all relevant factors, the commission concluded that the appropriate penalty was to warn Mr Benitez as to his future conduct with regards to interviews and press briefings."

Liverpool insisted, however, that the commission accepted Benitez was merely trying to be funny.

The club said in a statement: "The commission accepted that a gesture made with a pair of spectacles was 'in a non-malicious and humorous manner' and, taking into account Mr Benitez's previous unblemished record, warned him about his future conduct. No fine was imposed or costs awarded against the Liverpool manager.

Graham Bean, whose company Football Factors specialises in defending such high profile managers, accompanied Benitez at the hearing.

Bean told ESPN Soccernet: "It seems the only people who suffered a sense of humour failure was the compliance office at the FA! Everybody else thought Rafa's gesture was hilarious.

"But I think that is reflected in the punishment: a warning, no fine, not even an order for the costs of the case."

Bean's next mission is to try to defend Sir Alex Ferguson in his fitness jibe at Alan Wiley, and the FA are likely to show even less of a sense of humour in that hearing.
