Sometimes advertisement come with balck bar top and bottom. I ahve seen it before. interms of the sound sunddenly loud on certain channels, maybe we should ask Toshiba technician to take a look at the tv. Is it frequently, or once a while. Sometime the RF section of the circuit is faulty, might gives this kind of problem.
