high iso is almost unacceptable anyway, a lot of new d3000 owner here so this is not a good thing to say,
And yes, nikon and canon are totally different in character , good or bad base on yourself.

depends on which type of photo u shoot more
1 will cost u around rm1300,not sure the price
2 will cost around rm2200,something like that

but if for me,i will get 50mm 1st,this for portrait shooting
then 17-50 f2.8,for normally mount to body all time
lastly 55-200 for zooming

well judging from your selections , i think u tend to shoot more portrait?

Best mm by some expert for portrait lens is from 50mm to 105mm
50mm is good enough with 1.4 or 1.8 which creates natural bokeh

18-50 f2.8 wont be able to do that kind of bokeh from 50mm1.8 because of the distance i think 
85mm above should be still okay to accept the bokeh done by 2.8
Alot of portrait photog prefer to snipe their target from far away because they need the distance at 2.8 plus they want their target to feel relax and natural for not having a crazy photog shooting in front of her
if u wanna go for f2.8 there r few lens :-

nice zoom lens like 70-200  , 80-200mm (fix 2.8 zoomer)
nice prime lens like 180 mm 2.8
nice telephoto lens like 85mm 1.8 / 1.4
nice macro line that tend to be a bit sharp like 60mmf2.8 and 105 mm 2.8

So my choice if i were u , i would go for 18-105 and 50 1.8 ( cheap and the best but cant snipe like 55-200 do )
