from my n00bish experience,

70-200 f2.8 comes with tripod collar or whatever you call that.

the f4 doesn't, cos it's smaller / lightere (67mm vs f2.8's 77mm)

as to whether IS or not, that one have to spot the words IS and also the switch for IS.

from far, can't exactly tell whether it's smaller.

it's almost always the tripod collar that's the first indicator.
