Nope, to be precise it's peak and off-peak capped. I'm being under this condition back to August, after the APCN2 down.It only applied to certain of international website or links. The throttle kicks in everyday from 11:00 to 00:59 Midnight. Non-throttle was from 01:00 Midnight to 10:59. Monday to Saturday. Sunday was a off-day throttle.
*This throttle do not applied to Local. Local is fine.
