You can survive racoon city since it's physical, chances are there's a helicopter or a remaining rescue team survived and hopefully you will find a loli who is infected and needed your special treatment in order to survive. Silent hill is a dimensional void which exist in parallel dimensional layer which escaping is impossible by physical method and any loli you find here will kill you.
