I think ur theory is rite my friend area 4 Mbps capped at 8 Mbps is also fibre optic

Let me know if u have more updates

FTTH will be the bandwith hunger if they implement this so this is to implement fair usage policy to avoid this FTTH package and that area congested

I agree but IPTV is a bandwith hunger application due to streaming, so far i think the usage is to limit p2p traffic not other traffic related :-) based on my deep understanding on their fair usage policy
