depend on your main champs.for me,

tank=full health per level runes
dps=full armor pen
nuker=ability power per level/magic pen

imo,dont get full cooldown reduction runes coz you can easily reach the reduction cap at 40%(already got 9% from masteries and 30% from item+neutral buff)

there's no way vlad cost that cheap.but if he is,will buy him straight after maintenance .looking at his champs spotlight,seem like a really fun-to-play champ.but need a fat hp one la.xin nerf was minimal.he will maintain the damage output as he is but he will be less aggressive than before.
